I would put about as much stock in this as I do in Debeers 2 month salary suggestion. I don't know why women couldn't propose on any day if they wanted too. (I do realize that you said traditionally and that the above statment may not be your own. Just throwing in my .02.)

I think it would be fun to marry or propose on Leap Years day.
