If you are in San Diego, you will want to check out www.sandiegoweddings.com and call the city's park and rec center. You will need a permit for a public beach, and they have a lottery system that I won't even HAZARD trying to explain.
I've also heard the La Jolla Beach and Tennis Club will rent out their private little strip of beach, for a cost. I'd double check on that.
