A rose gold band is not something which is typically available from stock as this is something which is not often asked for. They are available on special order from many of the casting houses such as this one: http://www.uniquesettings.com/
I can get this for you if you know the exact size of the diamond which will be set. I can also design a custom setting if you'd prefer that, (often a better idea, since rose gold should be a bit thicker than most white golds, particularly if the stone will be set in prongs).

It really depends on how much gold is around the stone. If the stone will be set in 6 prongs or a bezel, then I don't think that you'd be able to see any color in a J colored diamond, (unless it was held close to a much more colorless diamond for comparison). Cut and clarity play a part in this as well, as a brighter cut and fewer inclusions would make the color of the stone harder to see.
