I'm a little stuck on proposal ideas. I live in Northern Virginia and came up with a few places but would love it if you had any recommendations for restaurants or other things. The places are:

I'm hoping to propose by Valentines weekend. Her birthday is 3 days after too so its going to be hectic.

I was thinking of having dinner at Cheof Geoff's in D.C. Is that a good place? If not, I was thinking of doing it someplace after dinner.

I am sure a lot of people propose in restaurants. But I wonder how she will feel with all the strangers around and the hustle bustle and noise of a restaurant? Maybe someone who has had a restaurant proposal could chime in here.

Oh, I guess it would be too cold in DC at Valentines Day to propose outside. I just remember visiting DC and seeing the monuments at night, all lit up, it was incredibly romantic. I love the Jefferson Memorial and since you live close you could always go back and visit "the place" the proposal happened for romantic anniversaries.

Oops, sorry I do not think that was much help and I guess the monument thing only works if you are into those sort of things (history etc...).
